I am a researcher and associate professor of public management at the National University of Trujillo, and I am interested in modeling scenarios in emerging cities in terms of planning, mobility, and government management as drivers of territorial governance.

My research interests include urban performance, spatial analysis using artificial intelligence and machine learning.

I also contribute to developing research in urban planning, public space, sustainable mobility, public transport, democracy and adaptive methodologies for governance.

About me

Architect from the Francisco de Paula Santander University of Colombia, Master in Public Management from the César Vallejo University of Peru, and PhD in the graduate program in Public Management at the National University of Trujillo.

Postgraduate architecture and public management program professor, technical advisor, consultant, and public policy analyst. I have extensive experience in public-private institutions, urban planning, urban mobility, and government management.

I am a specialist in public investment project management and strategic planning in the public sector, both from the National University Mayor of San Marcos UNMSM in Peru; as well as a specialist in project management, disaster risk management, climate change and sustainable development from the National University de Ingeniería UNI in Peru.

I have participated in the training action of the “Public Management for Development” program of the Inter-American Development Bank IDB and the “Governance, Political Management, and Public Management” program of the Development Bank of Latin America CAF and the Pontifical Catholic University of Peru.

Within my trajectory as a researcher, author, and collaborator, is the modeling of scenarios that affect the set of societies, within the urban metabolism of emerging cities in projects such as the characterization of natural and anthropic risk scenarios of the city of San Jose de Cucuta – Colombia (2011).

Following is the formulation of the Sustainable Urban Mobility Plan SUMP of  Trujillo City in Peru (2012), as director of the work team of the Provincial Municipality of Trujillo MPT, within the IDB – MPT agreement. Likewise, the monitoring of the project of road corridors for light BRT for Trujillo city in its profile stage (2014), is a product of the non-refundable technical cooperation agreement of CAF – MPT.

In the Arequipa City, I have been involved as an urban architect, in a competition that promoted the urban rehabilitation of the historic center of the city (2013), promoting citizen appropriation of public space, pedestrianization, and universal accessibility in an inclusive way. The above is under the approach of improving environmental conditions and reducing pollution levels.

The promoting institutions were the Provincial Municipality of Arequipa MPA, the Superintendence of the Historical Center of Arequipa, the Ministries of Housing, Culture, and Tourism (MVCS-MINCETUR), the College of Architects of Peru (CAP-Arequipa) and the Spanish Agency for International Development Cooperation (AECID).

Similarly, from his consulting firm Estudios Axial, in which I serve as Manager of Studies and Projects, I have developed consultancies such as the Update of the Supply and Demand of Public Transport in Trujillo (2015), advising governments at national and subnational levels designing public policies and technical regulatory documents for sustainable urban mobility, strengthening the public action of regional and local governments in the Peruvian territory.
