This qualitative study, based on a phenomenological approach, explores territorial governance and its impact on territorial planning and management in emerging Peruvian cities. Through semi-structured interviews with key actors in urban development, mobility and government management, challenges and opportunities in the implementation of governance policies were identified. The research revealed that citizen participationis fundamental to improve the legitimacy and effectiveness of territorial decisions. It also highlighted the need for inter-institutional coordination and technical capacity building to overcome current limitations. The analysis showed that the adoption of emerging technologies, such as geographic information systems (GIS) and digital platforms, can significantly transform territorial management. These tools facilitate the collection and analysis of accurate data, promoting more informed and adaptive planning. The integration of these technologies allows for greater transparency and collaboration among stakeholders. In conclusion, territorial governance is crucial for the sustainable development of emerging cities. This study provides valuable insights to strengthen territorial management, promoting inclusive and participatory strategies that reflect local needs, enhance social cohesion and ensure equitable and resilient urban development.

This article systematically reviews territorial governance and its erosion as critical factors in the planning and management of emerging cities, with a particular focus on the Peruvian context. The erosion of governance, characterized by decreasing effectiveness in territorial administration and regulation, presents significant challenges for achieving sustainable urban development and strengthening democracy. The research highlights how the lack of operational planning and management instruments, together with low data-driven public action contributes to this erosion, negatively affecting territorial articulation and service provision. In response, territorial governance is proposed as a renewed paradigm that emphasizes comprehensiveness, citizen participation and adaptability to address these challenges. It is argued that, through the strength of territorial governance, it is possible to foster sustainability, equity and social cohesion in emerging cities. The article concludes by highlighting the importance of integrating territorial governance into territorial planning and management processes to counteract the negative effects of urban development and promote a more resilient and democratic future for Peruvian cities.

This study set out to identify how the strategic application of spatial syntax and territorial governance tools can transform the urban structure of intermediate cities towards greater spatial balance and social cohesion. Through a mixed methodological approach, quantitative analysis techniques of urban structure were combined with GIS tools to map connectivity, accessibility and integration. Semi-structured interviews with key actors involved in urban planning, law and governance were also applied. This holistic approach allowed for an indepth exploration of urban dynamics. The results highlighted sectors of the study scenario with efficiencies in urban performance, promoting connectivity and accessibility, exhibiting notoriously higher levels of social integration and urban compactness. In addition, it was observed that the inclusion of participatory processes in the territorial planning process amplifies the perception of social cohesion, underlining the importance of citizen participation in urban design. The most significant contribution to knowledge of this study lies in demonstrating the synergistic relationship between territorial management and governance to achieve sustainable urban development objectives. It provides evidence that integrated urban management, which harmonizes physical interventions with inclusive governance approaches, is crucial to counteract social fragmentation and foster more compact and socially cohesive urban environments. This finding emphasizes the need to adopt urban policies that consider both spatial layout and mechanisms for community inclusion and participation, geared towards building resilient and balanced cities.

This review focuses on the phenomenon of spatial syntax from the perspective of urban performance, through its theoretical evolution applied in the scenario of intermediate cities, allowing to understand the role of accessibility and the urban built environment, for the improvement in the provision of services from the instruments of planning and management of the territory. In the development of this research, various data sources such as Scopus, Scielo, Research Gate and Google Scholar were used, structuring the theoretical basis with various articles from journals indexed in Atlas.ti that, under the inductive method, allowed the triangulation and identification of co-occurrences in the different cases. The review concludes that, the analysis of spatial syntax and its components, define how performance is important for the diagnosis of urban sectors, since, it provides information for decision making from public action such as accessibility and angular choice, which constitute urban integration.

This study analyzes the influence of spatial syntax on articulation in 36 urban sectors of Trujillo, with the objective of identifying strategies to optimize the planning and urban design of the city. Through a detailed analysis of the spatial configuration, we seek to understand how the relationships between different urban components affect territorial and social cohesion. Likewise, this knowledge can be applied to improve the integration and functionality of urban spaces, using geo-referenced information systems applied in the analysis of spatial syntax and its four dimensions, patterns of connectivity, accessibility and spatial segregation were identified. The findings reveal that the nine sectors with high spatial integration promote greater social interaction and accessibility, while the nine sectors with low connectivity present challenges in terms of segregation and isolation. These results underscore the importance of incorporating principles of spatial syntax into urban planning and management to foster more cohesive and equitable performance-based environments. The study concludes with specific recommendations addressed to urban planners and designers, highlighting the need for integrated approaches that consider spatial complexity for effective territorial articulation in Trujillo.

Public spaces and social integration in the districts of the city of Trujillo-2019

The present qualitative research identifies the phenomenon of accessibility originated by the spaces of public domain destined to the use of public recreation. The study defines in depth the public spaces and their effect within the social integration, the aprioristic and emergent components of each one of them within a baseline model that has as study scenario the Trujillo territory. In the development of the research, a technical observation format was designed to model georeferencing data in the study scenario and describe the components of infrastructure and access to green space. Likewise, accessibility was projected as a public service that through the modeling of isochrones and the application of Thiessen polygons or Voronoi diagram resulted in a reading of inequality within the urban structure caused by the social, economic and environmental forces that make up the public sphere, which converge in public spaces in the dynamics of urban metabolism as a democratic expression. On the other hand, these results were contrasted with focused in-depth interviews, applied to active participants in the sectors of urban planning, mobility and social work, allowing to focus on the anomie of the set of societies and the historical debt from the public action in terms of spaces for integration. Finally, this scientific research allows structuring a practical proposal in the modeling of a predictive scenario based on the qualitative prospective model, which projects the articulation and social integration through the components of sustainable urban mobility, likewise a proven methodological proposal was formulated based on improving the process of technical and normative legitimization that promotes public action within subnational governments.

Vision Trujillo 2021: A prospective of urban development through public transport

This article describes the experience and participation of Estudios Axial from 2012 to the present, in urban mobility in the city of Trujillo. During this time, advisory and consulting services have been provided to public and private institutions, where highly relevant projects have been developed for the projection and development of transportation, seeking the construction of social fabric and the adoption of management tools, based on sustainable development objectives. The Trujillo Vision 2021 is the set of research and technical analysis, that provides a perspective that covers the so-called decade of transformation (2011 – 2021), where the experiences that have evolved Trujillo society in terms of planning and mobility, before reaching sustainability as a city, assuming its role in the Bicentennial of Peru are exposed.
